Shadow AI is the New Shadow IT But Harder to See

Every security team has lived through Shadow IT. First, it was cloud storage with Dropbox, then Box, then Google Drive. Tools appeared faster than procurement could react, and security teams scrambled to regain visibility and control. Eventually, governance caught up through Cloud Access Security Brokers (CASBs), conditional access policies, and sanctioned application models that brought unsanctioned tools back under management.
It’s tempting to assume generative AI is just the next chapter in that story, but it isn’t.

Shadow AI follows the same adoption pattern as Shadow IT—employees solving real problems with tools that work better than approved alternatives. However, Shadow AI operates in places our security models were never designed to see, making shadow AI risks fundamentally harder to detect, measure, and manage.

The Shift from Artifacts to Actions

Shadow IT thrived because it solved genuine business problems faster than approved tools could. AI does the same, but with a critical difference in how it manifests:

Shadow IT was infrastructural. New domains appeared in network logs, new storage locations showed up in file transfers, and new applications required authentication. Security teams could inventory these systems, assess their risk, and gradually bring them under control.

Shadow AI is behavioral. It lives in conversations, browser-based interactions, and user habits. Nothing new gets installed, nothing new gets provisioned, and often nothing gets logged in ways security teams are accustomed to reviewing. An employee opens a browser tab, pastes content into ChatGPT or Claude or Gemini (or whatever new AI tool has appeared since this blog was written), gets a response, and closes the tab. From a traditional security monitoring perspective, almost nothing happened.

And yet, sensitive work occurred. Context was shared. Risks accumulated.

Shadow AI is harder to see for three important reasons that distinguish it from traditional Shadow IT.

  1. It’s largely frictionless: A browser tab is enough. Sometimes, not even a new browser tab is needed; AI capabilities are increasingly embedded into tools employees already use, from Microsoft 365 Copilot to GitHub Copilot to sales enablement platforms with built-in AI features. There’s no new account to create, no new software to install, and often no obvious moment when “AI adoption” began.
  2. It leaves few durable artifacts. Shadow IT created files in Dropbox, emails through unauthorized mail servers, or documents in Google Drive—artifacts security teams could eventually discover and inventory. Shadow AI interactions may be transient, summarized, or rewritten before they ever become “data” in a traditional sense. A conversation with an AI model that helps draft an email or refine a presentation doesn’t necessarily create a recoverable record that security tools can analyze.
  3. It often bypasses identity boundaries. Employees use personal accounts, anonymous sessions, or AI capabilities embedded in other platforms where the organization has limited visibility. The line between sanctioned and unsanctioned use becomes blurred when an employee uses their company laptop to access a free AI service through their personal Gmail account, or when they use an AI feature that’s technically part of an approved tool but wasn’t considered during the original risk assessment.

You can’t inventory what never becomes an asset, and you can’t block what doesn’t look like a system or a traditional service.

Where Shadow AI Actually Shows Up

Shadow AI doesn’t announce itself as “unauthorized usage.” It shows up as ordinary productivity—work that looks completely normal to both the user and to most security monitoring tools.

Consider these scenarios that likely wouldn’t trigger traditional security controls:

  • An account manager drafting a client proposal by pasting meeting notes and internal pricing guidance into ChatGPT to generate cleaner language
  • A developer using Claude to debug code that includes snippets from proprietary systems
  • An HR professional asking AI to summarize performance reviews or rewrite termination documentation
  • A finance analyst uploading internal spreadsheets to an AI service for help with formulas or data visualization
  • A marketing team using an AI note-taking tool that automatically transcribes and summarizes internal strategy meetings

From the user’s perspective, this feels harmless—even responsible. They’re improving output quality, working more efficiently, and delivering better results. From the organization’s perspective, its unmonitored context sharing at scale, with sensitive information flowing to systems that may not meet data protection requirements.

Why Traditional Controls Struggle with Shadow AI

Most security controls assume one of two things: data moves between systems in observable ways, or users authenticate to something your security tools can monitor. Shadow AI often does neither.

Network controls see encrypted HTTPS traffic to legitimate domains. CASB tools see generic web access that looks like any other browser session. Data Loss Prevention (DLP) sees fragments divorced from intent—a copied paragraph here, a pasted code snippet there—without the full context of what the user is trying to accomplish.

Blocking AI domains outright rarely works and often backfires. It drives usage to personal devices, personal networks, or AI capabilities embedded in other platforms, reducing visibility even further while frustrating employees who are trying to do their jobs effectively. Organizations that believe they’ve “solved” Shadow AI through blanket blocking are often the most blind to how their employees are actually using AI tools.

This is why visibility must come before control.

What Visibility Actually Looks Like

No single tool solves Shadow AI, but Microsoft’s security and compliance stack provides meaningful capabilities when organizations are thoughtful about deployment and realistic about its limitations.

Seeing What AI Tools Are Being Used

Microsoft Defender for Cloud Apps can help surface which AI-related services are showing up in your environment—both sanctioned and unsanctioned. By analyzing cloud application usage patterns and correlating them with known AI service domains, Defender for Cloud Apps answers a critical first question: what tools are already in play, approved or not?

This doesn’t stop Shadow AI by itself, but it establishes a baseline. Without understanding what’s actually happening in your environment, governance discussions remain hypothetical. Policy ends up addressing assumed tool usage and risks rather than actual usage patterns.

Seeing What's Happening Inside AI Interactions

Microsoft Purview Data Security Posture Management (DSPM) for AI addresses a gap most organizations didn’t even realize existed: understanding how sensitive data interacts with AI systems themselves.

Rather than focusing only on where data goes, DSPM for AI focuses on what types of sensitive information are being shared, in which AI contexts, and with what patterns over time. This is a meaningful shift from artifact-based thinking toward behavioral visibility—which is exactly where Shadow AI lives.

For example, DSPM for AI can help identify patterns like a specific team repeatedly sharing customer financial data with external AI services or detect when employees are consistently pasting code that contains credentials or API keys into AI prompts. This level of insight into AI usage patterns is difficult to achieve through traditional security tools.

Applying Guardrails Without Killing Productivity

Microsoft Purview DLP still matters in Shadow AI scenarios, but its role changes. Data Loss Prevention (DLP) is less effective as a blunt prevention tool and more valuable as a risk-shaping mechanism.

Rather than trying to block all AI usage, DLP can restrict specific high-risk data types (like customer Social Security numbers or health records), add friction at critical moments (requiring justification when certain content types are copied), and provide signal rather than absolute control. Used thoughtfully, DLP minimizes risk without pretending to eliminate it entirely.

For instance, a DLP policy might allow employees to copy most content freely but trigger a warning when someone attempts to paste content classified as “Highly Confidential” outside the organization’s approved tools. This gives users flexibility for legitimate work while creating visibility and friction for higher-risk activities.

The Cultural Driver Security Teams Can't Ignore

Shadow AI is not driven by negligence or malicious intent. It’s driven by performance pressure and genuine productivity gains.

The employees adopting AI fastest are generally high performers, deep subject-matter experts, and people rewarded for speed and output. From their perspective, AI is not “shadow behavior”—it’s professional optimization. They’re using available tools to do their jobs better, faster, and more effectively.

Highest performers aren’t just the biggest insider risk when using approved AI tools—they’re also the most likely to adopt Shadow AI when approved tools feel restrictive. The combination of broad access, deep expertise, and pressure to deliver makes them both your most valuable AI users and your hardest to govern. Understanding both the insider risk from approved tools and the Shadow AI adoption pattern is critical for building realistic governance that actually discourages your most valuable users from using an unapproved tool.

When security guidance conflicts with productivity expectations, productivity wins every time. That’s not a failure of employee discipline but of organizational alignment.

Security teams that frame Shadow AI as a user compliance problem will lose visibility as employees find increasingly creative ways to work around restrictions. Security teams that acknowledge AI as a legitimate productivity tool—while working to manage the associated risks—stand a better chance of maintaining visibility and influence.

A More Realistic Strategy for Shadow AI

Effective Shadow AI governance starts with being realistic about what’s possible. That means acknowledging that AI use is inevitable, accepting that perfect prevention is impossible, and shifting focus from approval-based models to visibility, guardrails, and continuous learning.

In practical terms, this approach looks like:

  • Understanding which tools are in use. Deploy Defender for Cloud Apps to gain visibility into what AI services are appearing in your environment. Focus first on discovery, not enforcement.
  • Understanding what data is interacting with AI. Leverage Purview DSPM (formerly known as DSPM for AI or Purview AI Hub) to identify patterns in how employees are using AI and what types of sensitive information are being shared.
  • Applying targeted restrictions where risk is unacceptable. Use Purview DLP to create guardrails around your highest-risk data types, but avoid overly broad restrictions that will simply be bypassed.
  • Treating discoveries as design feedback, not enforcement failures. When you discover Shadow AI usage, ask why employees chose that tool and what legitimate need it’s filling. Use that information to improve your sanctioned alternatives or adjust your risk tolerance where appropriate.

These best practices aren’t about loosening security standards. It’s about applying them where they can still be effective while acknowledging the limits of what security tools can realistically achieve in behavioral contexts.

Closing Thoughts

Shadow AI is not evidence that employees are ignoring policy. It’s evidence that work has changed faster than governance models, and that AI delivers genuine value that employees need to do their jobs effectively.

Organizations that treat Shadow AI as a user failure will lose visibility as employees find ways around controls. Organizations that treat Shadow AI as a system design challenge—acknowledging both the productivity value and the security risk—can still shape outcomes without pretending control is absolute. The rise of agentic AI, which can act autonomously on behalf of users, will only intensify these dynamics and make the need for secure AI governance even more urgent.

The goal isn’t to eliminate Shadow AI. It’s to ensure it doesn’t stay invisible long enough to become an incident.
